Pursuant to the federal Freedom of Information Act, 5 U.S.C. § 552, I kindly request copies of the five most recent FOIA requests you have received via the online submission system, excepting, of course the instant request from me.
I request that you provide these documents in electronic form to me by e-mail.
Because I anticipate that this request may be readily fulfilled with minimal effort, I request a waiver of fees under 5 U.S.C. § 552(a)(4)(A)(iv)(I) since the costs of routine collection and processing the fee are likely to equal or exceed the fee.
If my fee-waiver request on the foregoing basis is denied, I request a waiver of fees for the first two hours of searching and 100 pages of duplication under 5 U.S.C. § 552(a)(4)(A)(iv)(II). In support of this request, please note that I am a professor and legal scholar, currently Visiting Associate Professor of Law at Texas Tech University and Associate Professor of Law (on leave) at the University of North Dakota. This request is made in furtherance of my teaching in the field of media law. In particular, I will use the results of the request to show to my students to foster a discussion concerning the Freedom of Information Act and what makes for effective requests. Additionally, I will use these letters to compile a suite of teaching materials on FOIA, which I will publish online and make available for other law professors to use. (I will redact names of private individuals, phone numbers and the like before publishing any letters for this purpose.) There is no commercial purpose to my request.
